A hollow cylinder is to have walls that are 0.48" thick. What is the minimum possible outside diameter if this cylinder must support a load of 8.6 tons without the stress exceeding 5200 psi?

Quick answer:
Find the formula for the bending moment of your load case
www.linsgroup.com/MECHANICAL_DESIGN/Beam/beam_formula.htm
Find the formula for maximum normal stress for the given load case.
With the information you have, you can equate those two formulas and solve for the 2nd moment of inertia.
