I would say that if you can read french, Code-Aster (& Salome or GMSH ) is probably the tool of choice as it is very versatile, well structured & well documented (in french). But if it's not the case, it really depends on what is your previous knowledge of FEM. If you have already some knowledge of Abaqus (INP files), Calculix will be easier to learn... Tochnog is also very good too ...
Finally, for frame structures, my personnal preference would be to use GMSH as a pre-processor (simple to parameterize the model) and Code-Aster as FE solver.
