Electrodynamics (Light Scattering) in OpenFOAM was created by Chris
Based on a pretty thorough Googling session, I'm fairly sure that vanilla OpenFOAM is not set up to solve Maxwell's equations (we are trying to do a 3D light scattering simulation with something opensource). Since it doesn't seem to come pre-packaged, I'm assuming this is an especially tricky/unstable set of PDEs for OpenFOAM implementation.
Trials with commercial software look great, but the pricetag is a bit rich and the black box is a little disconcerting.
Is anyone aware of an example where OpenFOAM has been used to solve something like this (e.g. a light propagation/scattering problem, or something analogous)?
I am looking for a quick anddirty clean solution.

Excuse my ignorance, but aren't you looking for a ray tracer?
